This one is based on Kamen Rider Accel from the Kamen Rider W series.
He has a motorcycle motif and he moves really fast and sometimes it looks like tire treads.
I think it's less trying to capture the full on look of the riders then the spirit of their outfits.
It's a little like a gijinka version of KR Accel... but I'm not sure that makes sense, since Accel is a human in a suit.
